Abstract

The functions of initial and continuing teacher training, educational research and counselling and guidance to professionals and stakeholders of educational reality that accented appearing in the document entitled White Book on the Bases for an educational policy of the Ministry of Education and Science (1969) represent fundamental issues to be screened on the fellow General Education Law of 4 August 1970. In both texts emerges the figure of Institutes Educational Sciences (ICE) that will be responsible for the organization, implementation and coordination especially those functions initial pedagogical training of teachers of High School, historically largely absent from the Spanish education system.

ICEs generate, especially in the next two decades, a number of expectations that will be accommodated to the educational reality. In them there arises a series of organizational and functional dilemmas concerning facilities, financial and technical resources and staffing to represent a constant since its inception to the present situation.

In the article the role of the ICE of the University of Santiago de Compostela described, especially in the period from 1980 to 1986, but with an obligatory reference to previous years for a concatenated information to better explain the vicissitudes of stage analyzed.
