Abstract
This article presents the emergence of inclusive education in Special Needs teaching, the ideals it fosters, and the need to reform educational systems and school practices, so that it becomes a reality. To this end, we reviewed developments in mainstreaming, negative effects caused by the deficit model and the need to develop national inclusive policies and support systems at a local level that promote school improvement and the development of good practices in a school open to everyone.
