"España Vaciada" y los límites de la mobilización territorial en España y en la UE

Resumen
“España Vaciada” es un término reciente que se usa para definir la tendencia a largo plazo de la despoblación de las zonas del interior de España y que ha ganado en importancia a medida que emergía de la agenda local a la nacional. Al mismo tiempo, la Unión Europea ha ido progresivamente para dar mayor prevalencia al declive demográfico en sus prioridades políticas. Este artículo traza y proporciona una narrativa de los esfuerzos de movilización territorial desde 2016 de una serie de actores territoriales para enmarcar las prioridades, el mapeo y la búsqueda de rentas de las políticas de España contra el declive demográfico e influir en la Política de Cohesión de la UE 2021-2027. Se muestran los límites de la articulación de los intereses territoriales, dentro de España y en el conjunto de la UE, cuando el encuadre de un problema territorial es incapaz de satisfacer prioridades e intereses distintos, cuando no contrapuestos.
