Abstract

The National Action against Forced Labour of 20 December 2021 recognizes that both forced labour and trafficking for the purpose of forced exploitation non-sexual have not been "until now the necessary attention, neither from the point of view of its regulation, nor from the perspective of the action of the Public Administrations". It is also recognized that, compared to the criminal models of Italy, Germany, the United Kingdom, France and Portugal, the Spanish Penal Code does not have sufficient or appropriate tools to prosecute, as such, exploitation assimilated to slavery. This has prevented, as it says, "prosecuting and combating such behaviour and correctly identifying and protecting the victims". They’re the big forgotten ones. Without rigorous indicators that allow the knowledge of reality, without a centralized database or effective coordination between authorities, the mentioned National Action Plan asserts that "forced labour is not a relevant phenomenon in Spain".
