Abstract

In Mexico, civil and social organizations have empowered and provided encouraging ways of mutual democratic participation in the policies regarding social, economical, political cultural and environmental development of the country. Given all the above, the case of Diagnostic and programming of Human Rights in Mexico City “Diagnóstico y Programa de Derechos Humanos del Distrito Federal” is an unparalleled example of mutual democratic cooperation for consensus decision making between the government and the civil society. The cooperative process for the development of the Diagnostic and programming of Human Rights in reference to Water Right in Mexico City allows consideration for the mentioned kind of democracy, as a more adequate governmental form, for the society to affect public policies taken in alternative new fields. Finally, social and civil organisations’ participation in public policies must be considered as an unavoidable part of decision making in a consensual way, affecting the democratic development of the country.
