Official advertising and local media in the Autonomus City of Buenos Aires. An analysis on the regulation of the state advertising policy from public policies

Abstract
This essay proposes a descriptive analysis of a regulatory instrument of the PO in the Autonomous City of Buenos Aires (CABA), Argentina, new for its purpose: promote the activity of local media. In this way, Law N ° 2.587 "of Neighborhood Media of Social Communication" is relevant for generating an instrument of promotion for non-profit and for-profit media in the district. The purpose of the proposal is to identify the main characteristics of this regulation and those of its application. It is framed in studies of critical political economy and public policies.
Thus, in the first place, the constitutive features of the media ecosystem in Argentina will be described. Then, the regulation instrument focused on the analysis will be described. Its application and the effects of recent changes will be explained. Finally we will draw conclusions about the object.
