Abstract

This article analyzes the tensions that arose in a Basque territory, the province of Guipúzcoa, as a result of the economic crisis that began in the Seventies of sixteenth-century. The controversies between the privileged local corporations that constituted the Province generated a radical proposal of reform of the institutional organization of Guipúzcoa, that also affected the Capitanía General, the Alcaldía de Sacas, the Corregimiento and the control of the commerce in the prosperous port of Passages. The dominion in different scopes, like the commercial one, of San Sebastián and other inner burgs was the main origin of these tensions.
