Abstract

The object of this paper is to analyse the right of natural or legal persons to institute proceedings in the context of an action for annulment, taking into account the tripartite classification of challengeable acts provided for in the Article 263(4) TFEU. The scope of the general judicial system of the Court of Justice of the European Union is also delimited, and the exceptions in the context of the CFSP are examined. Finally, the author attempts to define the concepts introduced by the Treaty of Lisbon, namely «implementing measures» and «regulatory acts». In this regard, he compares the different formal and material meanings present in the doctrine and analyses the procedural concept defended by the Court of Justice.
