Abstract

The present work analyzes the historical evolution of the public employment from its emergence in the Roman Empire to its current configuration. The progression of this figure, and the determination of its contours, is opposed to that of personnel in the health field. The singularities of this sector and the coexistence of public health personnel with the birth of their own and differentiated regime, the regime of statutory personnel, are the core of this analysis. To this end, the parallel evolution of the public service and statutory regime and the subsequent separation into two differentiated legal systems are analyzed.
