Notas para el análisis de la situación financiera de los municipios gallegos

Resumen. Se trata de una investigación de los rasgos esenciales  y permanentes de las finanzas municipales gallegas. Utilizo  datos agregados  y consolidados de los años 2004 a 2010  y clasifico los municipios en cinco  tramos de población desde los más pequeños a los más grandes. Analizo los siguientes parámetros financieros: ahorro neto, superávit y déficit no financiero, remanente de tesorería, carga financiera y deuda pública acumulada. Estudio los ingresos propios tributarios y las transferencias del Estado y de la administración autonómica para conocer  el grado de dependencia financiera. Los resultados obtenidos comparados con los del resto de los municipios de España, nos sitúan en el último lugar en gastos totales e ingresos  tributarios por habitante, así como también en carga financiera   y endeudamiento. Finalmente, propongo diversas recomendaciones para conseguir la estabilidad presupuestaria  y sostenibilidad financiera

Abstract. This is an investigation of the essential and permanent features of municipal finances Galicia. I use aggregate data and consolidated the years2004-2010 and classify municipalities into five sections of the population from the smallest to the largest. I analyze the following financial parameters: nets savings, financials surpluses and deficits, balance of treasury, financial burden and public debt accumulated. I study own tax revenues and transfers from state and regional administration to determine the degree of financial dependence. The results compared with the rest of the municipalities   in Spain, we are at last in total expenditure and tax revenue per capita, as well as financial and debt load. Finally, I propose several recommendations to achieve fiscal stability and financial sustainability.
