Municipal organization and autonomy in Spain. The case of Galician municipalities

Abstract
Municipal organization is one of the aspects of the Galician local government Law that poses major difficulties due to the unsuitability of the current Act on Galician Local Government to the successive reforms taken by the Basic Act on Local Government. It affects very relevant issues of municipal organization, from the division of powers between the governing bodies, to their number and names, through the introduction of a special scheme for municipalities with large population, which Galician Law does not envisage. For this reason, in a future revision of the Act on Galician Local Government it would be desirable to reconsider the legislative technique and to remove from the text contents already regulated by the Basic Act on Local Government and directly applicable without any development, to focus on those aspects that deserve attention of the regional legislator.
