Abstract

In the last thirty years, public administrations have been forced to face significant challenges, external and internal, which have taken their toll not only on its own architecture but above all, in what should be the guiding principles of their actions. This situation has opened a process of reforms in public administration, mainly in developed countries, where the main item for discussion is the role of the citizens, and the implications and repercussions that this role has in terms of management, delivery and evaluation of public services. A debate was structured around two major theoretical perspectives, the New Public Management and the New Public Service.
