Abstract

The wind energy development might trigger beneficial socioeconomic effects at the regional level beyond environmental or energy diversification goals. Albeit, this process does not emerge automatically, due to the existence of inertias and barriers, both institutional and technological. Moreover, its development faces more difficulties when there are structural weaknesses.The main aim of the this paper consists of providing a diagnosis of the systemic situation of the Galician wind energy sector, as well as the analysis of the policy implications in order to foster a regional industrial cluster, characterized as peripheral. The methodology is based on the evolutionary perspective, which enables the analysis of sectoral and institutional transitions, and the examination of regional and global value chains. The results show the necessity of implementing multidisciplinary measures, combined the attraction of Foreign Direct Investment with the promotion of auxiliary industry and endogenous technological capabilities.
