Regulation is a valuable tool for delivering policies. But some rules can be unjustifiably expensive from the perspective of citizens and businesses. Surveys show that, in their minds, ‘red tape’ is associated with areas of regulation primarily dealt with at local level, such as planning and construction permits. Therefore, particular attention should be paid to potential (or real) administrative costs and burdens resulting from local regulations. A method has been set out at OEDC and EU level. In Spain, best practices have begun to show results.
