Abstract

Housing in Dakhla has emerged as a strategic sector for the Moroccan public authorities. It is basically an industry with a strong involvement of central institutions and a high level of state subsidy. The evolution of housing-related decisions implemented by Morocco in the most southern region of the Western Sahara reveals significant changes in the targeted beneficiaries. These variations derive from the deep demographic changes undergone by the region and highlight a readjustment in the Moroccan strategy for the distribution of goods among the different groups which coexist nowadays in the disputed territory.
