Abstract

The key to analyse the behaviour of Morocco in the Western Sahara conflict lies in the articulation of its international and internal management. Four stages can be distinguished between 1999 and 2013: 1) political opening and relative waning of repression in the territory under Rabat’s control, and progress of the idea of a third way in both the internal and the international sphere (1999-2003); 2) crisis of the Moroccan negotiating strategy (rejection of the Baker Plan II) and explicit abandonment of the referendum option (2003-2006); 3) commitment to integration or reconciliation policies towards the Saharawi population and regaining of the international initiative with the Autonomy Plan (2006-2008): and 4) new increase in domestic repression and loss of positions in foreign policy (2009 -).
