The aim of this article is to analyze the regulatory changes in the international development policy of the Catalonia administration. Elements of change are analyzed through the evolution of policy instruments and the establishment of the Catalan Agency for Development Cooperation to understand significant changes in the policy design. The period considered is more than two decades, from 1986, when the first budget on aid for development, called Third World Aid, passed by law.
