Local governments are claiming a more active role in the development of their territories, and also consequently within the international system of development cooperation. Their demands pointed out the necessity of being considered as political actors of development, and therefore its inclusion in the creation of development agendas, beyond the framework of the traditional interstate relations of international cooperation. In this context, the main objective of this paper is to discuss the challenges of coordination in the Spanish cooperation field between decentralized and central governments, from the perspective of the problems and possible solutions generated by actors from the Technical Cooperation Offices, with special attention to the case of Argentina and Uruguay as example of middle-income countries.
