The Politics-Administration Relationship. What Can Be Concluded From The Systematic Review Of The Most Recent Literature?

Abstract
Previous research characterizing the older literature (prior to 2010) on the politics-administration relationship concluded that the knowledge structure of this literature could be classified as pre-paradigmatic, poorly structured, and very much based on essays rather than evidence derived from empirical studies. Knowledge about the politics-administration relationship is fundamental to improve the efficiency of the Public Administration and to ensure its democratic control and neutrality. The study now presented takes up these previous investigations, but now focusing on the most recent literature, and aims to evaluate the most recent literature on the subject and to see if there are any paradigmatic evolutions concerning to the literature of previous periods. The study focused on a sample of 20 articles, published after 2010, and obtained by searching the Web of Science. It is concluded that after 2010, the new knowledge results mainly from empirical studies and these studies reveal that in the practice of Public Administration the dichotomous and complementarity models alternate, depending on the situation, thus creating a variable configuration, over time and depending on the theme, for the policy-administration relationship. We cannot yet speak of the existence of a paradigm, but it seems possible to speak of a protoparadigm, a proposition that can be evaluated and, if confirmed, be effectively assumed as a first paradigm in Public Administration. This proposition is based on the idea of two distinct bodies - elected officials and public managers - that must necessarily work together, and on the idea of some fluidity and variability in the way that this work together occurs.
