Abstract

The system of cultural policy in Catalonia represents a complex and unique case. Complex because three public administrations play a central role in because of its budgetary, organizational and substantive relevance: Department of Culture of Regional Government of Catalonia, Provincial government of Barcelona and Barcelona City Council. And a unique case that is not comparable to traditional models of cultural policy. The Provincial government of Barcelona has developed a system of cultural cooperation that is far superior to their competences and the Barcelona City Council performs in the system functions that are above than those that correspond to their theoretical role. In our analysis of the case of Catalonia, based on the interviews with a reasoned sample of relevant actors of the system, show why the articulation between public administrations and the cultural field has been here a major challenge. And we analyze the permanent tension between the needs of rationalization of the system and the logics of power relations, which have hampered the development of the cultural policy in Catalonia. These tensions have induced significant political and institutional strengths, which have hindered the rationalization of the system in the last thirty years.
