Abstract

In this work it will be justified how rural habitat in general and, more specifically, municipalities with a smaller population are a favourable environment for the development of clientelist networks, which, once established in this environment, are of great importance both in terms of the internal functioning of the political formations as well as the electoral results. To do this, first, from journalistic sources, the figure of José Luis Baltar Pumar is approached, which allows us to verify the importance of these networks in the functioning of political formations, and more specifically in the Popular Party of Ourense during the present century. Second, the electoral importance of local power in municipalities is quantified, considering their population, using a methodology that minimizes the composition effect, which allows identifying the areas in which its influence is greater. Finally, a series of arguments are provided that make it possible to relate the electoral importance of rural mayors, in non-municipal elections, with the presence of clientelist networks.
