Abstract

This paper assesses how the the masculinities issue is adressed by the Spanish development cooperation policy. More specifically, the text focuses on its actions related to combat and prevent the violence against women funded since 2005, a turning point-year for the gender equality agenda in this public policy. Based on a thorough documentary analysis of planning instruments and a set of 195 intervention propositions, we find that men and masculinities still have little presence at its gender perspective. The marked absence of references to male roles and masculinities in these actions can led to the risk of reducing “gender” to “woman/women”, “women” to “victims” and “men” to “offenders”. Despite some mentions about male participation at raising awareness, prevention, and care activities, it is disturbing that these tasks are considered exclusively or at least predominantly female duties.
