Globalization and the need to rethink the welfare state running around obsolete terms have forced the adaptation of its personality around an axis defined by commodification, which defends the constraint of public ownership of welfare. In turn, the legitimacy deficit that borders due to the abandonment of several areas of protection, coupled with the current economic crisis, stimulates the idea of security coverage supply away from de-commodification as an option to take into account by States, remarking its disciplinary characteristics. This paper reviews the most important milestones in this process and provides elements to consider in relation to the entity that this other concept of security can have in today’s State form.
