Literature has widely discussed the important role of public and third sector institutions in development cooperation. However, nowadays there are new actors actively involved in the implementation of such strategies. The specificities of cooperation initiatives led by a new brand of actor - the business association- are exemplified by a Program managed by the Catalan Unió de Pagesos, in the shape of development projects under the double win philosophy. While its main objective is to provide labour force to the agriculture sector, through a circular and temporary form of labour migration, it also embraces co development as its normative horizon. The article questions the impacts of the Program in terms of the double win assumption, and its consequences for development practices, taking to account who is the actor.
